
Dr. Liu was born in China and has lived in the Albany area for over 30 years. He holds a Ph.D. in economics and formerly served as a principal economist for the State of New York. Alongside his professional career, he has maintained a lifelong interest in art, folklore, and traditional Chinese literature.
He has extensive experience in art education, having taught children’s drawing at a local Chinese community school from 2004 to 2020, and more recently offering classes in Chinese brush painting for adult learners. His teaching and workshops bring together cultural storytelling and hands-on artistic practice, reflecting his commitment to sharing traditional Chinese folk arts in accessible and engaging ways.
Dr. Liu has presented workshops and instructional programs at schools, colleges, and community organizations, including the Chinese Community Center, Union College, the New York Folklore Society, and Asian Art of New York. He is an active member of the New York Folklore Society, Albany Center Gallery, and the Overseas Chinese Artists Association.
His work has been exhibited at venues such as Albany Center Gallery, Albany Art Associates, Saratoga Art Fairs, and the Overseas Chinese Artists Exhibition in New York City. His 2021 exhibition at Albany Art Associates received recognition from the Times Union, and his most recent solo exhibition was held at Valley Artisans Market Gallery in Cambridge, New York. He is a 2026 grantee of the New York State Council on the Arts (NYSCA), supporting his work in traditional Chinese arts, including seal carving.
Programming Description
Anping would introduce students to Chinese cultural traditions through hands-on art and storytelling, beginning with cultural elements that are widely recognized—such as Chinese New Year, the zodiac animals, and festive foods. These familiar entry points help students connect easily with the subject matter.
Building on this foundation, students may explore artistic practices such as Chinese ink painting and watercolor, along with symbolic imagery, colors, and seasonal themes found in traditional celebrations. Through guided activities, they create artwork inspired by animals, nature, and cultural symbols.
When teaching young children, Dr. Liu emphasizes a patient, step-by-step approach, providing clear and structured instruction so students can follow with confidence. In his workshops, he carefully plans each project in advance, guiding students through composition and process to ensure they complete a finished artwork. This approach helps students experience a strong sense of accomplishment while building confidence in their creative abilities.
The program may also be tailored to introduce deeper cultural aspects, including the stories behind traditional holidays, connections to nature, and the aesthetic values of simplicity, balance, and expressive brushwork. Designed for flexibility, the program can be adapted for different grade levels and offered throughout the school year, supporting multicultural learning through both creativity and cultural understanding.
